The recent approval of the so-called Joca Law has brought important changes to the rules governing the transportation of domestic animals by air in Brazil. Created to guarantee the well-being of dogs and cats during flights, the new legislation is a direct response to tragic episodes, such as the case of the dog Joca, who died after a transportation error.
But the question many tutors ask themselves is: What's changing for those traveling with their pets? And, above all, how do you ensure safety on international flights, where the rules are even stricter?
In this article, we explain what the new law says and how you can make sure your pet travels with you. maximum comfort and safety, even on flights abroad.

What is the Joca Law and what does it change about animal transportation?
A Joca Law (PL 13/2022) regulates the transportation of dogs and cats by air on national flights, bringing greater safety and dignity to animals during journeys.
Main changes:
✅ Transport in the cabin:
Small animals, up to 50 kg, can travel alongside their guardian by purchasing an extra ticket for the pet.
✅ Transport in the cargo compartment:
Larger animals should be transported in the cargo compartment, with appropriate and properly identified boxes, ensuring comfort and safety.
✅ Welfare conditions:
Airlines are obliged to provide adequate conditions for transportation, including training staff and making veterinary services available.
✅ Tracking:
It is now compulsory for pets to be tracked during travel, allowing guardians to follow the animal's location and status in real time.This law is a great victory for the animal cause but it is worth remembering: these rules only apply to domestic flights.
And when the trip is international? The complexity is even greater!
For those who need to take their pet abroad, the requirements go beyond the Joca Law.
Each country has its own legislation, and airlines impose strict rules on this:
- Types of transport allowed (cabin, live cargo, checked baggage);
- Health requirements and documentation (CZI, CVI, microchip, reports and vaccinations);
- Approved transport box models;
- Restrictions for certain breeds and sizes;
- Complex customs procedures.
Without the support of experts, a small error in the paperwork can result in your pet being denied boarding or, worse, in mandatory quarantine in the country of destination.
